Damn, I'm having a hard time writing this reply the way I want to. I think you are quite right that he is trying to boost anti-intellectualism to help out conservatives. I guess I should have said that as a side benefit, Ben Stein is getting off on having people believe the crap he's peddling, and the crazier the stuff he can get them to believe, the funnier it would be for him. Thus, he is fucking with everyone, but it's not just a joke, which is kind of how I worded it above. It's a political gambit, with added personal humor value for Ben.
